permission denied when running flutter packages get

I encountered this error when running flutter packages get

I think in the install.sh after flutter doctor chown should be run again? .pub-cache might be created late and only after 'flutter doctor' and so chown didn't take effect..

I've experienced the same error and resolved it by running the following inside the container:

chown --recursive "$USER:$USER" "$FLUTTER_HOME"

I was using the Dart (Community) container as a base.
