Further automation updates needed for bulk datasets

Follow-up work from #20:

• Update website description
• Automate update of the processed datasets on a 6-month basis when the new bulk dataset from the EIA comes out
• Update API backend to store up to 6 months of recent data so that there are no holes in coverage
