Email release notifications contained unpolished release notes

It seems the publish-cli.yml workflow in usage would only edit the release note after creating a non-draft release. This caused different versions of release notes contained in email notifications and on web.

hk shares the same problem (jdx/hk#1137), while mise doesn't have this problem.
