New maintainers

@jenssegers It seems the last commit was made over 2 years ago. This library is fairly well used and starred and has some outstanding issues with PR requests.

Is there any plans to bring in new maintainers, or should the library be marked as officially abandoned?

It would be great to have some guidance on what your plans, so the community knows whether to fork or not.

@jenssegers - seeing the most recent merge of the bigint PR, nice to see you back! Can you take a look at also pulling in the updated PerceptialHash PR? I've been using and testing it without issue. - This is the particular fork I've been using (https://github.com/mferrara/imagehash/commits/master) with good results.

I guess you are referring to this PR #58?

From the PR, it was unclear how finished this proposal was. I personally have never managed to get the regular perceptual hash algorithm working properly, so it would also be difficult for me to validate this proposal by myself.

+1 year of no activity, can we get some additional maintainers?

@jenssegers Is there any update due the question about new maintainers?

The update to 0.10.x was a BC upgrade (just use new Major version of a lib, without paying attention to the problems, which occured). There are several problems like "where is the fromHex function" and ready mergable PRs. And there is no interaction done with the users here.
