BUG: Model won't invoke Image Playground

Describe the bug
When asked to generate images as part of a task, models complain they don't have an image generation tool.

To Reproduce
Steps to reproduce the behavior:

1. Prompt think about three kinds of cheese. generate images for each one
2. Watch reasoning where the model inventories its tools, potentially even with a "Wait, in the previous turn an image was generated..." if IP was manually invoked.
3. Depending on model, get a description or a web search
4. No image. At all. Whatsoever.

Expected behavior
Model actually generates images using the Image Playground integration.
