This is just a waste of space and user action, it serves no useful purpose to scroll past the first row in a two row toolbar, its already patently obvious that you’re at the top of the list
So please add an option to disable this effect

Make the toolbar smaller so that everything fits without scrolling, but this wastes too much screen real estate
