anonymous-auth and TLS cipher suites are hard-coded

These two critical parameters for the kube-apiserver seems to be hard-coded in the code here https://github.com/k3s-io/cluster-api-k3s/blob/main/pkg/k3s/config.go#L48. If there is no good reason for this, can we remove?
