Release v0.2.0 (end of M2): version bump, tag, Marketplace publish

Context

M2 (Core Feature Completion) targets v0.2.0, whose roadmap success criteria are:

• Complete wrapping feature set with ruler cycling, unwrap, and per-language settings
• Ruler integration, unwrap, per-language settings all working

Ruler cycling (#56), wholeComment (#57), unwrap (#58), and rollAtColumn (#59) are already merged. This issue tracks cutting the v0.2.0 release once the remaining M2 work (#60–#64) lands.

Scope

• Confirm all M2 issues (Double sentence spacing option #60–Markdown and plaintext document full support #64) are closed/verified
• Bump package.json version to 0.2.0
• Move CHANGELOG entries under a 0.2.0 heading with date
• Tag v0.2.0 and create a GitHub Release
• Publish to the VS Code Marketplace

Depends on

Release v0.1.0 must ship first.
