Use GitHub Actions

Hello hello!

I would like to submit a pull request to enable GitHub Actions to

1. Run R CMD Check for pull requests and when something is committed to the main branch
2. Automatically build the pkgdown site and publish it in the gh-pages branch.

If you're ok with it, i'll go ahead and submit!
