Move AECP-AEM states to be a part of the descriptor

Description

The AECP AEM states are currently living separately from the descriptors themselves.
Ideally, they should be a part of the descriptor as they hold information that directly linked with the descriptor.

Goals

• Keep track of the unsolicited change --> Call them on change
• Requests from the timer as well --> register them.
• Keep in mind the use of the CR bit (change requests), similar to the unsolicited coming from internal changes.

#6 The descriptors already hold information about what is the current status of the AEM state of a var, using the descriptor as a reference would be great to not duplicate the memory.

The ACMP server and the stream server need to be revisited as well and setup when creating the descriptor.
The ACMP and steam server still make sense because they are responsible for timers and packet reception.

Therefore, the structure from the descriptor should pass the pointer to the ACMP state machines and the streams
