Set up optional telemetry

Set up a system for gathering metrics for the sake of understanding how people use Blizz:

• tool uses (de-parameterized)
• insight counts
• errors
• warnings
• rough head count for hardware
• projects linked/unlinked (just the counts)
• secrets added/used (again, just the counts, or even just high level uses of the tool)

Will need to set up some kind of global config file that turns this on and off as needed (should probably integrate with the blizz CLI directly through a config subcommand
