v1: freeze the public API and integrate the notes recovery shell

Promote shell.js only after the public contract and release path have survived the 0.x line.

Acceptance criteria:

• Freeze createShell, createManuals, mountShell, custom-command context, and structured results.
• Publish the Boot Koala v1 release through release-plz with verified JS and Wasm assets.
• Configure npm trusted publishing only if package and Cargo version synchronization is automated.
• Vendor the versioned classic build and sharded FreeBSD pack into notes.
• Reduce the notes 404 shell to its game telemetry, DDB state, and custom UI adapter.
• Remove the old runtime manual hook and monolithic manual JSON only after parity tests pass.
