generation process seems to end well, but there is no web-site to connect to

The generation / installation process causes lots of errors ending up without a working site.
Apparently there is a missing :

"C:\OpenSSL-Win64\lib\libeay32.lib"

This is causing the rest of the generation process to fail.
That library indeed is missing from the installed Open-ssl release.

Note, there is no mention that that package is needed(?!).
