Inconsistent Track Column

Describe the bug
The Track column is inconsistently shown when adding legs. When tracker data is not available for any listed legs, the column is omitted.

To Reproduce
Steps to reproduce the behavior:

1. View a recently flown leg before track data is uploaded
2. Note the appearance
3. Upload track data
4. Note the new appearance

Expected behavior
The Track column should always be present. Flights without an associated track log should be marked with an X.
