Cleanup of Tutorials

Initial clean-up tasks

• create tag for "legacy state"
• move source and pdfs for release briefings to development repository
  • remove pdfs from repo
  • move source to development repo
  • serve pdfs on website via GitHub pages
• remove all old pdfs and their directories
  • only source files for tutorial and exercise directory should be left really
• update all the license/copyright notices - oversight at 5.0 transition

CI action to generate pdfs and upload to github pages

• create new page with manual uploaded initial pdfs
• create CI action to upload pdfs when they are updated
  • might explore pull model instead of push model
