Explain how step 4 of installation in README can be executed

Step 4 in the installation guidelines of Readma.md ("Download NLTK data") asks to executy python commands. This cannot be done directly in a Windows PowerShell terminal (for instance). Explain how this step can be executed (or provide helper script to execute this)?
