Tag to things defined in pkgs/by-name

Since they don't show up in any attrset, `nix-doc tags .` doesn't generate tags for (say) `tabby` to `pkgs/by-name/ta/tabby/package.nix`.

I'm super appreciative of `nix-doc tags`, btw. It's the main way that I navigate around nixpkgs.
