Package Structure and Tests

@LinguList I have implemented a first, preliminary package structure that seemed useful to me (but I assume that you will have some additions to make). Feel free to check it out and make according adjustments when you find the time.
As for the unit tests, I have not looked into that yet, but I assume that I will try writing the first tests by the end of this week. Is there anything to consider while writing tests, especially when it comes to the directory structure?

For package structures, please check what we do in our packages, like lingpy, lingrex, etc. Also pyconcepticon and the like. These structures are the model we use, and you also find ample examples for testing, and we aim for 100% test coverage!
