Additional Ignore(block) "package" + "version" rule support. #582

At times I wish I could flag a particular update to be ignored.
ie: a "package" + "version" block rule, versus the current available "ignore all updates for package" option.

Like for example ... the current Firefox 70.0.0 update. So that the update list is empty again, and it becomes clear again when an other update (any package) is available again (Gray vs Blue update icon).
A newer version update for the Firefox package (ie: 70.0.1) would also show up in available updates list.

(if possible, it seems to make sense that these specific (package + version) block rules could be automatically deleted when a newer version of the same package is detected)

Just an additional thought.
Figure that such "package + version" blocks could potentially be targeted at major or minor version changes. If the block allows for version input and compare of block-version input like "70" vs "70.0" or "70.0.0".
