Not Found Warnings

A warning couble be shown when the class mentioned in @ExternalRefinementsFor("NonExistentClass") was not found. A warning could also be shown if the external refinements interface attempted to refine a method that didn't exist in the refined class.

Counter-point: this could actually be the solution for dynamically-generated classes (think spring-boot and the like).

But for now, I agree with this warning.
