Rename Repo to LogosChat

Problem

LogosChat is the primary developer facing library. Libchat is the backend supporting code base. Since merging into a single rust mono-repo Logos Chat has gone stale.

More importantly its hard to developers and future contributors to find where the active work is.

Whats Needed

• Ensure module is not Dependent on Logos-Chat repo
• Rename Logos-Chat -> logos-chat-nim
• Archive logos-chat-nim
• Rename LibChat to -> Logos-Chat
• Update Readme

Notes

• In the future when we want to separate the core out of the mono-repo we can move it without destroying the primary entry point for developers
