This project contains two distinct components, each under its own
licence:

  Software         PolyForm Noncommercial License 1.0.0

                   Covers:  docs/assets/app.js, docs/assets/app.css,
                            docs/assets/tokens.css, docs/index.html,
                            build_corpus.py, resolve_ibids.py, and
                            all other source code in this repository.

  Curated dataset  Creative Commons Attribution-NonCommercial-ShareAlike
                   4.0 International (CC BY-NC-SA 4.0)
                   See:  LICENSE-DATA
                   Covers:  the paragraph-level corpus, document
                            metadata, section annotations, footnote
                            cross-reference resolutions, concerned-
                            group labels, and any other human-
                            authored data files under docs/, jur/,
                            json_data_gc_labeled_v2/, etc.

  Source UN docs   Public domain / United Nations terms.
                   The underlying General Comments, jurisprudence
                   decisions and Special Procedures reports are
                   issued by UN Treaty Bodies and Special Procedures
                   and are not subject to additional copyright by
                   this project.

Why this split?
---------------
PolyForm Noncommercial 1.0.0 permits research, education,
non-profit, and personal use of the software while reserving
commercial use for a separate licence from the author.

CC BY-NC-SA 4.0 on the curated dataset preserves academic re-use
(researchers, NGOs, treaty body members are free to use, share,
and build upon) while preventing third-party commercial
exploitation of the curation work.
