The underlying General Comments, jurisprudence
decisions and Special Procedures reports are
issued by UN Treaty Bodies and Special Procedures

Why this split?
---------------
PolyForm Noncommercial 1.0.0 permits research, education,
non-profit, and personal use of the software while reserving
commercial use for a separate licence from the author.
CC BY-NC-SA 4.0 on the curated dataset preserves academic re-use
(researchers, NGOs, treaty body members are free to use, share,
and build upon) while preventing third-party commercial
exploitation of the curation work.
