Add documentation for acquisition function/generation step options and scheduler options from Ax

Ax makes it hard to document what they allow by default since intersphinx doesn't work with them right now because of their weird facebook doc thing that cannibalises sphinx. Figure out how to document these anyways (hard links, printing their __doc__, etc).
