dwc2 rpi3b+ driver stall unexpectedly at random boot

dwc2 usb driver sometime stalls unexpectedly at port 0 of lan7800 hub. Maybe need to have a timeout counter which would check if the expected event occurred within the timeout frame. If not do an error return.
