Review workflow: Docker build + PR (first client MethasMP/Paycif)

First organic client installed vibers-action on their own. Clarified correct review format: build in Docker, fix obvious issues, open PR — not static code analysis in issues.

Done:

• Updated REVIEW-RUNBOOK.md with Docker-only policy and priority order
• Updated /done skill with commit+push+issue workflow
• Reviewed MethasMP/Paycif: fixed 3 missing middleware, .env.example, .gitignore
• Opened PR Vibers review: fix build failures (missing middleware + .env.example) MethasMP/Paycif#2
