Test if AEB is (or is not) affected by forwarding Throttle message through openpilot to Eyesight in Subaru SNG branch

Planning to use mock target printed on pvc similar to https://blog.comma.ai/aeb-a-case-study-using-comma-ai-dataset/

Also planning to test:

• SNG autoresume using send Throttle message with counter+1 (works most of the time on gen2)
• SNG autoresume using Brake_Pedal Speed signal (works with gen1 EPB and manual parking brake models)
