Phase 4B accepted baseline
- GCC/Clang warnings-as-errors: passed.
- Windows MSVC matrix: passed.
- Clang ASan/UBSan: passed.
- Repository CTest through Phase 4B: 16/16 passed.
- Reporting fuzz evidence: passed.

Phase 4C local evidence
- GCC and Clang strict warning build of TCP transport/loopback: passed.
- POSIX TCP loopback connect/send/receive: passed.
- Cancellation behavior: passed.
- Clang ASan/UBSan loopback smoke: passed.
- Scripted discovery and read-only service allowlist: added.

Phase 4C.1 local evidence
- C#-compatible live-model hierarchy and reference parser: implemented.
- Direct and nested TypeSpecification resolution: locally validated.
- Deterministic canonical manifest/fingerprint and parity: locally validated.
- Header multi-translation-unit GCC/Clang strict validation: passed.
- Live-model ASan/UBSan smoke: passed.
- Python parity and interop runners: py_compile passed.
- Simulated three-cycle physical acceptance runner: passed with stable fingerprint.

Pending acceptance
- GitHub workflow_dispatch for GCC/Clang/MSVC and Security/Evidence on PR #14.
- Full repository CTest on the Phase 4C.1 branch.
- Reachable physical IED or vendor-simulator run.
- Primary-vendor ten-cycle run and timeout/reconnect evidence.
