This PR adds the kernel-side queue tracking for the three TCP queues we care about, exposes the state through TCP_QUEUE_STATE, and adds a small userspace sampler to take checkpoints and compute the queue averages/latency estimates.
Also ran KASAN/KCSAN build checks for the added paths.
