Shard Db at battalion level to prevent aggregation issues

how would this affect user profiles? would they have to be transferred to different dbs? or would a new profile need to be created? issues with evaluations that cross battalion lines?

One of the considerations I ran into pretty quickly with permissions was for evals that crossed unit lines, because you'd need to connect to a list of Soldiers which may or may not be a concern but the details probably don't need to be exposed.
