First Run Experience - Stuck at Request Access

If you're starting without a pre-populated database, you're on the Request Access screen but there's no units in the dropdown (naturally) and no way to get past it.

Perhaps we can do a simple check to see them the first user to a one-time screen to use the authenticated user as admin, create the first unit, and allow access?
