Maybe a pop up on the column header explaining why chicklets are red/amber/green

While prepping for the YTG meeting it was confusing what how state/bde/bn were defining certain KPIs. For example, a MAJ that hasn't completed ILE are green or red for educational, in this system the MAJ would be red.

But other examples aren't as clear especially to new users on the app.
