Add overview of features in Mautic 4

We did not update the page at https://docs.mautic.org/en/features-by-major-release - need to add the 4.0 features! Should be easy enough to do from the release notes / blog post.

I think that @fakela has made a start on this issue, but perhaps you could have a look at the pull request and make any suggestions: #256 as it has not been reviewed yet.

You can do a review by clicking on the Files Changed, and reading through the proposed changes. Please use the green button top right 'review changes' and leave any comments!
