add support for V2 of dlt protocol specification

The V2 spec from https://www.autosar.org/fileadmin/user_upload/standards/foundation/21-11/AUTOSAR_PRS_LogAndTraceProtocol.pdf should be supported.

• Minimal support at least to read/and display it.
• Extended support could be to add e.g. the fine granular timestamp format.

(Would be good if there are any examples / test files with V2 around.)
