If the user does not have this exact ASP.NET Core Runtime, EVEmon will throw an error and a link to download. The link forwards to the latest ASP.NET Core Runtime, which is not compatible with EVEMon.

Came here looking for a fix for this issue, but even after installing this specific ASP.NET version, EVEMon 5.0.0 still throws a .NET error for me.

Update: turns out the desktop runtime is also needed, not just ASP.NET Core. EVEMON works after installing both the OP's link AND this link: https://dotnet.microsoft.com/en-us/download/dotnet/thank-you/runtime-desktop-8.0.0-windows-x64-installer
