Bug: Duplicate cases in Compliance Hub

Description

The compliance scan completed and it appears to create duplicate cases for same agent. We are in testing mode, so no notifications are being sent to owner. I did a search in agent inventory on the agent ID and there is only 1 instance listed. We are using the latest version of CSK and in a GCC environment. Has anyone seen this issue before ?

Steps to reproduce

Configure settings in compliance hub with send admin approval before intake notice sent
All enforcement actions are set to manual
Using default compliance thresholds with Microsoft Authentication and Draft agents are disabled

Expected behavior

Single compliance case per agent.

Actual behavior

Duplicated compliance case but not for all agents.

Adding more details it seems like there are multiple Agent Compliance | Compliance Scan running at the same time and that maybe causing the issue but not sure. This tenant has around 1600 environments and 2900 agents in inventory
