Steps to reproduce
1.Open Copilot Agent Kit App
2.Select Compliance Hub under governance and click on setting and toggle off case creation
3. But sends an teams notification to the users with adaptive card.
Expected behavior
After case creation disabled shouldn't create a case and send notifications to the users.
