Following "Enable GPU acceleration for Ubuntu on WSL with the NVIDIA CUDA Platform", testing CUDA build, no MakeFile present?

This is probably a knobs problem for a Windows WSL/Ubuntu noob; however, I have been following the process outlined here:

I managed to get cuda installed and was in the process of 'testing' the build as per the instructions, I get a make error as there is no MakeFile.

$ git clone https://github.com/nvidia/cuda-samples
$ cd cuda-samples/Samples/1_Utilities/deviceQuery
$ make
make: *** No targets specified and no makefile found.  Stop.

What there is:

Usage

  cmake [options] <path-to-source>
  cmake [options] <path-to-existing-build>
  cmake [options] -S <path-to-source> -B <path-to-build>

Specify a source directory to (re-)generate a build system for it in the
current working directory.  Specify an existing build directory to
re-generate its build system.

Run 'cmake --help' for more information.

Questions:

1. Why do these instructions not work as documented?
2. Why 'make' when there is obviously a cmake file?
3. Should I be using cmake instead?
4. If I should be using cmake, what is correct cli in this case?
