Add this project to Community Toolkit organization

It'd definitely make more sense to just be integrated into WinUI and XAML, at least for the base hooks/functionality. For more uncommon behaviors that the platform may not want, then they could move in the Windows Community Toolkit, as we have some there today. There's probably some base level stuff from the Toolkit that should be removed or put in the underlying API.

But I'd be hesitant to just move the project to the Toolkit org, that doesn't magically solve all problems without proper support, agreements, and resource commitments to go along with it.
