The parameters tab does not populate on refresh, only on navigation

@davidfowl I can't reproduce this.

Steps:

1. aspire new and created TS/Express app
2. Edited apphost.ts to add a parameter
3. aspire run
4. Launch dashboard, click parameters tab, F5 browser
5. Parameter is always loaded.
