not download https://github.com/sass/node-sass/releases/download/v3.8.0/win32-x64-48_binding.node

Set the environment variable first:

$ export SASS_BINARY_SITE=http://npm.taobao.org/mirrors/node-sass

to using Taobao.org mirror

In Windows

set SASS_BINARY_SITE=http://npm.taobao.org/mirrors/node-sass

then run npm install
