Ability mass spam near end of game #108

Description

We need to look into using up the abilities near the end of the game so they don't just go to waste. I've seen some of the other repos attempt something like this, but they fail to take into account the amount of an ability in addition to it's cooldown time. For example, max elemental damage has a cooldown of 60 seconds, if the user has 40 of them it would take at least 40 mins to use them all, so regardless of when the spammage occurs, start using it at 40 mins to the end.
