Deployer should not be part of `pcp-protocol-client`in PCP

Summary

The pcp-protocol-client should not include a deployer subcommand. This seems to have been mistakenly added to mcr and copied over. The correct location for the deployer CLI logic is the analog of the mcr-protocol-deployer, i.e., the pcp-protocol-deployer.

until mcr has stabilized i will reduce my work on pcp. Ideally we can just copy mcr, replace the names and copy the contracts from pcp in.

this is also why i suggest that we do not require fcp or ffs as long as we dont work on it.
