Metrics with missing data are not clear #14501
Description
It is unclear when identifying metrics with missing data as their values are currently using fallbacks for neutral data. This makes it difficult to point out metrics that may have issues.
Improve the ui to make a clear distinction between metrics that are missing data and others with neutral data.
