Re-add the ability to run compose up on a running stack

Detailed description

The old plugin always showed the buttons for up, down and update. Your new version appears to hide the option to run compose up for a running stack. The use case is for stacks with multiple profiles. One might have a profile that is meant to be run on demand while the rest of the stack is started.
