🐛 Fix conversions of `jeff.switch` and `jeff.for`

#1706 did not account for the fact that the regions of jeff.switch and jeff.for are isolated from above. Depending on the outcome of unitaryfoundation/jeff#61, the conversions need to be adapted. It might be necessary to walk the regions of scf.for and qco.if to determine all necessary block arguments.
