Thinks there's an older version installed when there isn't

I've already uninstalled anything that it could think is an old version, but it's still giving me this error

Probably a bit too late, but I just came across the same problem and it was because I used the old ThemeTool.exe to install themes before.

Fixed it by running the old ThemeTool.exe as admin and clicked on 'Uninstall' in the Installation section. After that I was able to run the new SecureUxTheme_x64.exe (didn't need to restart the system in between) and this popup didn't show up anymore.

May help with your problem if it's still relevant.
