Why fetch unmounted atoms?

It seems that fetcher is fired whenever the atom is created, regardless of whether or not there are listeners. Not sure if it's the design or a bug.

I have added some tests to verify, and while working on those, I have realized that I was missing an important details about store.get(). I thought that an atom is only mounted when a listener is attached to it, but it seems that calling .get() also triggers the mount handler. Switching to .value addresses the issues I was experiencing in my own tests.
