Update triggers to alarm multiple main servers

1. change the trigger code to take multiple servers to alert on trigger. Possibly have to build this code up using j2 templates.
2. Change config file parsing. Instead of associating a number of triggers within each location, we need a separate list of triggers that each contain a list of locations to alarm.
