When a device is maintained, sometimes an upgrade is performed with out having all the data pushed.
The uSD with data is captured in .csv, however its also in the internal format on the uSD on QUE0.txt and RDELAY.txt
It would be nice to submit it back in the lab.
The simplest way would be to have a no reading option on the uSD.
COLLECT_READINGS=0 ; do not process a reading, and process any outstanding records.
Currently if COLLECT_READINGS=0 or 1 it is treated as take 1 set of samples
