Clean up NESE Ceph RBD allocations

Motivation

We want to clean up old unused NESE allocations. First step is reach out to our cluster operators to see who's using what.

Completion Criteria

• Identify what allocations can be deleted
• Confirm with NERC Admins (Justin, Augustine, ocp-on-nerc channel)
• Ask NESE admins to delete the allocations

The two I have No? (Can't find secret in vault) for were created fir test cluster but I no longer see the secret in vault. So assuming the secret got deleted whenever the test cluster was destroyed.
